Between confinement, curfew, the displacement certificate does not date from today ... Back on an archive of 1720.

On March 17, 2020, then on October 28, following the spread of the COVVI-19 virus, the government required the French to respect a containment period, during which a derogatory travel certificate is compulsory for any trip, even on foot.
But this derogatory displacement attention is not new today.
Indeed, a month later, the historian Jérémie Ferrer-Bartomeu shared on Twitter an image of a derogatory exit certificate dated 1720. 300 years later, common characteristics bring this archive of our modern certificates closer.
L’attestation dérogatoire en date du 4 novembre 1720 autorisait un certain Alexandre Coulomb à rejoindre la ville de Blauzac depuis son lieux de résidence à Remoulins dans le Gard. Bien qu’il n’ait qu’une petite vingtaine de kilomètres à parcourir, il est important pour cet homme de fournir la preuve qu’il n’y a « aucun soupçon de mal contagieux » à son encontre. Une mention obligatoire alors qu’une terrible épidémie de peste bubonique touche lourdement la Provence.
This plague epidemic began in May 1720 on the port of Marseille. It will be more than 100,000 people. At that time, medicine was not able to stem such a contagious phenomenon. The only way to limit its impact was then to prohibit travel, since the confinement of the city of Marseille seemed complicated.
We read on this certificate:
Nous Consuls du Lieu de Remoulin certifions à tous qu'il appartiendra que Alexandre Coulomb consul habitant de ce lieu âgé de vingt huit ans d'une taille médiocre cheveux châtains part de ce lieu où il n'y a aucun soupçon de Mal Contagieux pour aller à Blozac (Blauzac, Gard). Prions tous ceux qui sont à prier de lui donner libre, entrée & assuré passage. En foi de quoi nous lui avons accordé le présent certificat pour servir ainsi qu'il appartiendra. A Remoulin ce 4e Nbre mil sept cens vingt. Fabre Juge-Consul. »
Jérémie Ferrer-Bartomeu rapportait au Figaro que « le caractère officiel de ce document, imprimé puis complété de façon manuscrite, montre que la situation est grave ». Il ajoute qu’ « à l’époque, même hors épidémie, les mobilités étaient réduites. Le monde était extrêmement compartimenté : on ne rentrait pas comme ça dans une ville. On se méfiait de l’étranger et en période d’épidémie, ces réflexes profondément ancrés redoublaient ».
Alexandre Coulomb certainly did not have the choice to move. The historian issues the idea that he was able to go to Blazac to ask for supply or to talk about safety.
If in 2020 there was only a fine of € 135 if our derogatory displacement certificate was not filled, in 1720 we were likely to be shot or hanged. A much less lenient penalty in the face of the more substantial risk of contaminating others and progressing the disease.
